Stacey Jyrkkanen, Primary Consultant


With 20 years’ experience in Occupational Health & Safety, Emergency Management, Threat Assessment, and Security in a variety of settings including mining, medical, manufacturing and post-secondary to name a few, Ms. Jyrkkanen is an accomplished professional who is passionate about ensuring people have a safe place to learn and work.


In the field of Occupational Health and Safety, Ms. Jyrkkanen has many years’ experience creating robust OHS programs from policy through procedures and training, while working in both the medical, mining and post-secondary fields.


Ms. Jyrkkanen is also an accomplished emergency management professional who has designed, developed and implemented an all-hazards emergency program from the ground up. One highlight of her experience was designing and conducting a high profile, full scale active shooter exercise which included 468 participants. Ms. Jyrkkanen’s experience is not limited to planning and implementation but also management of actual events including fires, floods, large power outages, bomb threats, and leadership of fire support efforts during the 2017 wildfire season for which she received the Province of BC’s Above and Beyond Award. 


Ms. Jyrkkanen has been a threat assessment team member and threat management committee co-chair. She received basic and advance threat assessment training and instruction from a variety of experts including Kevin Cameron (Canadian Center for Threat Assessment), Dr. Laura Guy, Dr. Reid Meloy and Dr. Stephen White – all leading experts in Threat Assessment. Ms. Jyrkkanen has also completed Train the Trainer certification in Violence De-escalation from the Crisis and Trauma Institute.


Ms. Jyrkkanen has developed multi-faceted Violence in the Workplace Programs consisting of  Protocols for Reporting and Responding to Violent Acts and Threats of Violence (including Threat Assessment), Mental Health First Aid for Security Staff, De-escalating Potentially Violent Situations training for front-line staff, and training on her unique Active Threat Program. This program and training effectively integrates preventative measures into traditional, response-based plans, using both theory application, threat assessment and interactive physical demonstrations.  Ms. Jyrkkanen has facilitated this 2-hour Active Threat Training for 1200 individuals. 


Ms. Jyrkkanen has experience with various types of security programs including mobile and static patrols and integration of security and community engagement.  Ms. Jyrkkanen is also experienced in the implementation of Crime Prevention Through Environment Design (CPTED) principles to enhance safety. 


Ms. Jyrkkanen has presented the Active Threat program at the BC Risk Management Branch’s Post-Secondary Enterprise Risk Management Conferences in 2015 and 2018, the 2016 BC Emergency Planning and Business Continuity Conference and Emergency Management BC’s Regional Readiness Conferences. Ms. Jyrkkanen collaborates with other organizations and Post-Secondary institutions on the development of their own programs. Ms. Jyrkkanen has previously partnered with the City of Kamloops on a pilot project to implement an active threat program of their own.


Ms. Jyrkkanen is a member of CATAP (Canadian Association of Threat Assessment Professionals), ASIS International (global security practitioners), and previously served on the Executive of the International Association of Emergency Managers, IAEM (Canada Council) and has been deployed with the Canadian Red Cross Disaster Management Team.
